The
Iraqi Business Center provides you with a place to anonymously
report any alleged corruption among Iraqi government and Coalition
contracting offices. You may fill out the electronic form below
or drop off a written claim at the IBC headquarters.
We
are NOT an enforcement agency with powers to punish wrong-doers,
but we will ensure that proven cases of corruption are brought
to the attention of the proper authorities.
Examples
of corruption include:
• A contracting officer asking you for a payment or other
bribe in exchange for considering or giving your proposal priority
over other proposals.
• A contracting officer asking for a fee or portion of
the profits you will earn, known as a kick-back, if you are
selected as the vendor.
• Solid evidence that a competing vendor paid a bribe
or kick-back.
• A contract was awarded in advance to a vendor before
the proposal submission deadline.
• A threat from a competing vendor discouraging you from
entering a proposal.
Please
do not report any of the following. The IBC wants to focus its
limited resources researching valid corruption claims. The following
are NOT necessarily examples of corruption:
• You submitted a proposal, but did not hear back from
the contractor and another vendor was selected. Remember, contractors
often receive hundreds of proposals, and therefore can not reply
to each proposal. The winning proposal may have been more competitive
than yours. In such a case, no corruption occurred.
• Your proposal was less expensive than the winning proposal.
Contractors often consider many variables in choosing a vendor,
such as quality of products and ability to guarantee delivery
within a given timeframe. Price is just one factor in choosing
a vendor.
• RUMORS: It is impossible to investigate unspecific rumors,
such as: all the contracts are awarded in advance to a select
few. Only allegations of corruption on specific contracts can
be investigated.
